








MAAP Project:
“MAAP” Refers to (APLA’s Multiannual Action Plan) of the Association of the Palestinian Local Authorities (APLA).
Project overall budget: (2,144,097 Euros):
- EU fund: (1,900,000 Euros).
- APLA, ENABEL and GIZ contributions in the project: (244,097 Euros).
Project Duration: (42 Months, starting on Dec. 2021 and ending by June 2025)
Main Beneficiaries:
Direct Beneficiaries: The Association of the Palestinian Local Authorities (APLA) and its members -the LGUs of Palestine-.
Final Beneficiaries: The population of Palestine, including women and marginalized communities in the so called Area (C).
Overall Objective:
Strengthen LGU collaborations on service delivery and local participatory development, and improve contributions to territorial integration, particularly in the so-called Area C.
Specific Objectives and Outputs:
SO1: The institutional and operational capacities of APLA strengthened
- APLA Strategic Plan 2023-2026 formulated, resourced, and activated
- APLA Gender Mainstreaming Action Plan revised, resourced, and implemented
- APLA Communication Strategy enhanced, resourced, and activated
- Financial sustainability Plan formulated, resourced, and activated
- APLA organizational structure upscaled and sustained
SO2: The capacity of LGUs to provide better services to citizens enhanced
- The capacity of LGUs to provide better services to citizens enhanced
- LGU Technical Exchange Hubs, networks, and peer learning through APLA strengthened
- Newly elected Mayors and Councilors of the 2021 and 2022 local elections inducted into their roles and responsibilities
- LGUs trained and supported in Sustainable Development Goals localization
- Twenty LGU clusters in Area C innovated Local Socio-Economic Development approaches with sub-grant support
SO3: The interests & needs of LGUs lobbied & advocated, locally & internationally
- APLA contributed to LGU framework improvements within key advocacy priority areas
- APLA’s partnerships with Arab and international organizations and forums strengthened
- Partnership agreements between Palestinian LGUs and international cities reviewed, developed, and supported
