Our Committees

Finance Committee

  • Discussing, approving, and submitting the annual budget to the Executive Committee of APLA.
  • Reviewing and discussing financial reports.
  • Approving APLA’s financial regulations and bylaws.
  • Following up on all financial matters of APLA.
  • Overseeing procurement and tendering processes in accordance with APLA’s approved Financial Regulation.

Policies Committee

  • Studying and reviewing policies, bylaws, and legislation related to the local governance sector.
  • Reviewing observations and feedback submitted by LGUs regarding relevant policies and laws.
  • Following up on proposed amendments to draft laws, bylaws, and regulations related to local governance.
  • Holding consultations and meetings with relevant stakeholders to ensure the adoption of unified positions and the representation of LGUs’ needs and priorities.

Local Relations Committee

  • Organizing field visits to different governorates.
  • Holding regular meetings with LGUs across governorates to maintain continuous communication and to follow up on their needs, challenges, and priorities.

International Relations Committee

  • Following up on APLA’s international relations portfolio.
  • Strengthening cooperation and partnerships with local, regional, and international institutions.
  • Reviewing Memoranda of Understanding and cooperation agreements.
  • Representing APLA in international committees, networks, and platforms.
  • Facilitating and expanding opportunities for Local Government Units to participate in international events, forums, and activities.

Committees’ Mandate and Functions

  • Committees shall convene upon invitation by their Chairperson, upon request by the President of APLA, or upon a written request submitted by one of their members to the Chairperson. The invitation shall be issued at least 24 hours prior to the scheduled meeting and shall include the meeting agenda.
  • Minutes shall be prepared for each committee meeting, documenting the names of attending and absent members, a summary of discussions, and the recommendations issued. The minutes shall be signed by the Chairperson of the committee.
  • Where deemed necessary, a committee may assign one or more of its members to study a specific matter and submit a written report thereon.
  • All official correspondence between committees and external entities shall be conducted through the President of APLA.
  • Committees shall submit reports to the Administrative Board during its meetings on matters related to their mandates or any issues referred to them. Committees may also submit recommendations regarding actions to be taken by APLA.
  • Committees’ recommendations shall be submitted to the President of APLA and the Executive Committee through the Director of APLA.
