Bylaws

The Association of Palestinian Local Authorities (APLA), established in 1997 by Presidential Decree, is an independent institution that represents all local government units (LGUs) across Palestine. As the official umbrella organization, APLA is entrusted with representing the collective interests of local authorities, advocating for their rights, and supporting their institutional development.

APLA plays a central role in:

  • Empowering local governance by strengthening the capacities of LGUs and promoting institutional excellence.
  • Facilitating knowledge exchange and the dissemination of best practices among local authorities.
  • Acting as a key dialogue platform between the central government and LGUs to ensure that national policies reflect local needs and priorities.
  • Leading advocacy efforts to defend the rights of municipalities and secure an enabling environment for local development.
  • Representing Palestinian local authorities at the national, regional, and international levels.

To guide its operations and ensure effective, transparent, and accountable governance, APLA is governed by its Bylaws, which define its mandate, membership structure, decision-making processes, and the responsibilities of its internal bodies.
