Objectives:
This project is designed to serve the overall concept of enhancing transparency, accountability, policy frameworks, and citizen engagement while reinforcing the institutional capacity of Local Government Units (LGUs). The project is under the TEA³ program, which builds on the achievements of the previous project by scaling impactful initiatives and approaches to governance. The key activities to be implemented are expand monitoring and evaluation mechanisms (Baladiya Meter), enhance the Mayors' Forum, institutionalize public hearings, and strengthen citizen participation in municipal decision-making.
Specific Objectives:
- Enhancing the monitoring and evaluation process over the SDIPs, activities, and achievements of the Palestinian LGUs through the expansion and development of the Baladiya Meter.
- Developing policy frameworks and reform for the local government sector based on the previous assessment through the Mayors’ Forum, incorporating mayors, multi-level stakeholder consultations, research studies, and policy recommendations.
- Enhancing the transparency and social accountability in the work of the Palestinian local government units (LGUs) through guidance, documentation, arranging, and execution of public hearings meetings that focus on the major planning issues and in particular the licensing of the large-scale buildings (Commercial projects and public projects) that directly affects the daily life of the residents of the community.
- Strengthening citizen engagement and participatory governance by equipping municipalities with the necessary tools, strategies, coaching, and training for better public participation, encouraging innovative engagement initiatives, and recognizing best practices that enhance community involvement in local decision-making.
