As part of its vision to enhance the performance and technical readiness of Palestinian LGUs, APLA organized two specialized training workshops on risk management and occupational health and safety in construction projects. The sessions were conducted under the umbrella of the Engineering and Planning Hub, with wide participation from municipal engineering and technical staff. The aim was to empower LGUs with effective mechanisms for project management and the application of best practices in prevention and risk reduction.
Both workshops were led by consultant Samer Al-Masri, who introduced advanced concepts and practical applications drawn from real municipal projects. He stressed the importance of strengthening LGU capacities in technical and procedural aspects of workplace safety to ensure more efficient, safe, and sustainable project implementation.
The first workshop focused on the fundamentals of risk management in construction projects, distinguishing between financial, technical, operational, legal, and environmental risks. It reviewed both quantitative and qualitative analysis tools, as well as the use of risk assessment matrices to establish priorities. Participants also engaged in applied exercises analyzing real-life scenarios and developing proactive plans that address donor requirements and international standards.
The second workshop concentrated on building comprehensive occupational health and safety systems for both construction projects and LGUs. It covered legal and regulatory aspects, accident investigation, and corrective procedures. Participants conducted practical training exercises analyzing real accidents and designing on-site emergency response plans, reinforcing a safety culture as an integral part of municipal project management and service delivery.
These workshops fall under the Technical Exchange Hub Program, implemented in partnership with the GIZ Local Governance Reform Program (LGRP). The program includes seven thematic Hubs: Engineering and Planning, Social Inclusion, Financial Management, Public Relations, Innovation and Creativity, SDGs, and Village Councils.
