Capacity Building Officer
Position Purpose
The Capacity Building Officer at the Association of Palestinian Local Authorities (APLA) will lead the successful planning, coordinating, execution, monitoring and closing of various capacity development programs targeting the Local Government Units (LGUs). The role aims to strengthen institutional performance, improve service delivery, and enhance the technical and administrative capacities of LGUs in line with APLA’s strategic objectives.
A significant aspect of this role is to generate policy recommendations and enhance the institutionalization and promotion of services and integration of Technical Exchange Hubs within the Technical Support Unit (TSU).
Key Responsibilities
- Develop the institutional capacity-building framework in APLA and the TSU.
- Develop capacity building plans and programs aligned with APLA’s mandate, projects and strategic plan.
- Set up the capacity-building tools and manuals.
- Organize, coordinate, and monitor training sessions, seminars, and technical workshops.
- Support knowledge exchange and peer-learning initiatives among LGUs.
- Lead the implementation of various capacity building initiatives in APLA.
- Support the various activities of the thematic Technical Exchange Hubs, Taskforces and Technical Committees.
- Develop initiatives related to Inclusion and Gender Mainstreaming including design, implementation and monitoring.
- Develop the electronic support tools and systems (portals and mobile applications) for instant support for members.
- Assess capacity building and institutional development needs of LGUs.
- Evaluate the effectiveness and impact of capacity-building programs.
- Document lessons learned, best practices, and success stories.
- Support the promotion of services of APLA.
- Coordinate with donors, ministries, academia, and development partners on capacity-building initiatives.
- Generate policy recommendations resulted from the capacity building activities.
- Provide policy support for designing and implementing project activities based on APLA’s Strategic Plan, including writing proposals, drafting correspondence, preparing briefs and presentations, and participating in research projects, publications and relevant committees.
- Assist in the implementation of the all programs, projects, and activities in the TSU, including planning, monitoring, communication, and reporting.
Reporting requirements
The Capacity Building Officer will work in APLA’s office in Ramallah. She/he will report on a day-to-day basis to the TSU Manager.
Minimum qualifications
Bachelor's degree in Public Administration, Business Administration, Local Governance, Development, or other related fields.
At least 7 years’ Proven experience in capacity building, project management, institutional development, or similar field.
Comprehensive understanding of local government sector
Knowledge in NGOs, CBOs, donors.
Skills & Competence:
Fluent in both Arabic and English.
Strong planning and organizational skills.
Time management skills, and ability to multi-task and prioritize effectively.
Excellent communication, coordination, facilitation skills.
Strong attention to detail and problem-solving abilities.
Experience in networking and coordination with diverse stakeholders.
