In a step that reflects the practical impact of the “Baladiya Meter” platform developed by the Association of Palestinian Local Authorities (APLA) as a tool to enhance transparency and make municipal information clear and trackable, Salfit Municipality presented its 2025 local development plan through the “Baladiya Meter” platform, using it as a digital interface to display data and projects to citizens during a public presentation and accountability session. The platform enabled information to be presented in an interactive and clear manner, allowing the public to follow programs, progress rates, and their linkage to the Sustainable Development Goals within one open and easily accessible framework.
APLA confirms that Salfit Municipality’s use of the platform in this way provides a replicable example for other municipalities, and demonstrates that digital transformation—when designed to serve planning and follow-up—can generate a direct impact on performance quality, public trust, and municipalities’ readiness for reporting, programs, and future partnerships.
APLA also notes that what distinguished this experience was not merely the “format of presentation,” but the core function delivered by the platform: organizing plan indicators into a single monitoring dashboard, facilitating regular updates, and reducing the burden caused by scattered data across multiple files. This supports municipal teams in quickly reading performance, identifying gaps, and making more accurate data-driven decisions. The platform also strengthened the ability to link projects to the Sustainable Development Goals, giving the plan a clearer framework for measuring impact and presenting it to the community and partners in one shared language.
APLA launched the “Baladiya Meter” platform last year under the project “Enhancing Accountability and Transparency for Local Government Units,” funded by the United Nations Development Programme (UNDP) – Transparency, Evidence and Accountability Programme (TEA3), as part of supporting digital tools that reinforce the right to information and promote the institutionalization of a practical transparency model within Palestinian municipalities.
