APLA Holds a Workshop to Review the Public Hearings Guide and Strengthen Structured Dialogue with Citizens

The Association of Palestinian Local Authorities (APLA) held a specialized workshop to review the Public Hearings Guide for LGUs, with the participation of representatives from 23 local government units, including staff from public relations, engineering, and planning departments. The workshop was conducted within the framework of the project “Strengthening Local Governance through Policy Frameworks and Community Participation”, funded by the United Nations Development Programme – Transparency, Evidence and Accountability (UNDP-TEA) Programme.

The workshop aimed to further develop the Public Hearings Guide as a practical tool that regulates dialogue mechanisms between LGUs and citizens. It seeks to transform public hearings into a clear, traceable process whose outcomes can be linked to municipal council decisions, plans, and programmes, thereby enhancing transparency and reinforcing accountability practices at the local level.

The first session featured a detailed presentation of the guide’s content, including its objectives, key thematic areas, and the legal framework governing public hearings. The session also clarified the distinctions between public hearings and other forms of community meetings, and outlined the proposed hearing pathway across its different stages—from preparation, announcement, and prior arrangements, through facilitation and management of interventions, to documenting outcomes and linking them to municipal council decisions.

In the second session, participants were divided into working groups to review the guide’s sections based on their practical experience in managing community engagement activities. The groups focused on assessing the clarity of the guidelines, their applicability across diverse municipal contexts, identifying potential implementation challenges, and proposing practical improvements grounded in the day-to-day realities of LGUs. Feedback was documented using standardized working templates to ensure systematic collection and analysis, in preparation for incorporating relevant inputs into the final version of the guide.

The development of the Public Hearings Guide forms part of a broader pathway through which APLA works to provide structured community participation tools. These tools support LGUs in organizing their engagement with citizens through clear and continuous channels, strengthen their capacity to make decisions that are more closely aligned with community priorities, and enhance the transparency and follow-up of municipal decision-making before the public.
