Position Title
Media and Digital Communications Coordinator – APLA

Position Purpose
The Media and Digital Communications Coordinator will play a central role in implementing APLA’s communication and visibility agenda. The position focuses on strengthening APLA’s institutional voice, ensuring coherent and high-quality messaging across all platforms, and highlighting the role of Palestinian Local Government Units (LGUs) at national and international levels.

The Coordinator will manage APLA’s digital presence, lead the production of media and communication materials, support advocacy and visibility campaigns, and ensure that APLA’s work, programmes, and municipal stories are communicated in a professional, strategic, and consistent way to LGUs, partners, and the wider public.

APLA Background
Established in 1997, the Association of Palestinian Local Authorities (APLA) is an independent institution that brings together all Palestinian Local Government Units. APLA is mandated to represent the collective interests of LGUs, provide lobbying and advocacy to strengthen their capacities, and facilitate the exchange of information and best practices among them.

APLA also serves as a key channel of dialogue between the central government and LGUs across Palestine, with the aim of enabling local governments to provide better services to Palestinian citizens. To this end, APLA defends the rights of LGUs and represents them at national, regional, and international levels.

Program Background
APLA’s Communication and Advocacy Program is a cross-cutting framework that supports APLA’s strategic priorities by:

  • Positioning Palestinian LGUs as key actors in development and resilience.
  • Promoting evidence-based advocacy and strong municipal narratives.
  • Enhancing APLA’s visibility as the representative voice of local government in Palestine.
  • Ensuring that information on LGU challenges, achievements, and initiatives is clearly communicated to decision-makers, partners, and the public.

The Program brings together institutional communication, digital outreach, media relations, storytelling, and campaign-based advocacy to support LGUs, defend their interests, and highlight their contribution to sustainable development and local democracy.

Key Responsibilities
The Media and Digital Communications Coordinator will be responsible for:

  1. Managing and regularly updating APLA’s digital communication channels, including the website, social media platforms, and other online tools, ensuring regular, accurate, and consistent content.
  2. Developing and implementing APLA’s digital content plans and publishing schedules in line with the Communication and Advocacy Program and institutional priorities.
  3. Drafting, editing, and producing communication materials in Arabic and English, including news updates, social media posts, web content, newsletters, video scripts, talking points, and feature stories on LGUs and APLA programmes.
  4. Ensuring full and consistent application of APLA’s visual identity and branding guidelines across all digital and printed communication products.
  5. Coordinating the design and production of multimedia materials (videos, infographics, web visuals, digital brochures, factsheets) in collaboration with designers, media suppliers, and internal teams.
  6. Supporting the planning and implementation of communication and visibility campaigns that promote APLA’s achievements, programmes, and advocacy messages, including developing campaign concepts, messaging, and rollout plans.
  7. Covering APLA activities (meetings, missions, conferences, field visits) from a communication perspective by preparing summaries, drafting posts and news items, and coordinating visual documentation.
  8. Supporting media relations by preparing press releases, media advisories, press kits, and short background notes, and by maintaining updated media contact lists.
  9. Contributing to the preparation of institutional publications such as APLA’s annual report, thematic reports, and digital magazines by providing content, editing, and layout support.
  10. Coordinating with APLA departments to collect stories, data, and updates from programmes and projects, and translating them into clear, engaging communication products.
  11. Providing basic guidance and support to LGUs on communication-related initiatives when required, including input to joint campaigns, visibility requirements, and success-story documentation.
  12. Maintaining organised archives of communication materials, visual assets, templates, and campaign documentation for institutional use.
  13. Conducting on-site photography and videography during APLA activities, field visits, conferences, and municipal engagements.
  14. Performing basic video editing and light graphic design to prepare social media materials, short clips, and simple infographics in line with APLA’s branding.
  15. Performing any other communication-related duties as required to support APLA’s mandate and strategic priorities.

Reporting Requirements
The Media and Digital Communications Coordinator will report on a day-to-day basis to the Communication and Advocacy Officer at APLA and will work in close coordination with relevant technical and administrative teams.

Minimum Qualifications

  • Bachelor’s degree in Communications, Media, Journalism, Digital Media, Public Relations, or a related field.
  • 3–5 years of professional experience in communication, media production, or digital content management.
  • Experience with NGOs, development programmes, or municipal institutions is considered an asset.

Skills

  • Strong writing and editing skills in Arabic and English.
  • Proficiency in photography (events, field visits, portraits, documentation).
  • Basic skills in video editing (e.g. CapCut, Premiere Rush, or similar tools).
  • Ability to produce simple designs, social media visuals, and infographics (e.g. Canva, basic Illustrator, or equivalent tools).
  • Solid understanding of digital communication trends, audience engagement, and online content strategy.
  • High accuracy, attention to detail, and ability to multitask under tight deadlines.
  • Familiarity with branding principles and maintaining a consistent visual identity.
  • Proficiency in MS Office and virtual communication platforms.
  • Ability to work collaboratively within a dynamic, multi-departmental environment.
