Projects Coordinator

Position Purpose

The Projects Coordinator at the Association of Palestinian Local Authorities (APLA) will play a critical role in the successful planning, execution, monitoring and closing of various projects and activities that support the development and empowerment of Local Government Units (LGUs). This position aims to ensure that all projects align with APLA's strategic goals, enhance the capacities of LGUs, and contribute to the overall development of Palestinian communities, to improve the quality of life for Palestinian citizens and achieve the SDGs at the local level.

A significant aspect of this role is to facilitate various activities within APLA daily work. The Projects Coordinator will design and implement initiatives that enable LGUs to better service provision ensuring that projects and activities promote sustainable, inclusive, and resilient communities.

APLA Background 

Established in 1997, The Association of Palestinian Local Authorities (APLA) is an independent institution that brings together all Local Government Units (LGUs) across Palestine. APLA’s core mission is to represent the collective interests of LGUs, enhance their capacities through strategic advocacy and lobbying, and promote the exchange of information and best practices. APLA further serves as a channel of dialogue between the central government and LGUs, advocates for the rights of LGUs, and represents them at national, regional, and international levels, with a view to enabling them to improve the quality of services provided to Palestinian citizens. 

Project Background 

APLA is actively pursuing various projects to support and empower LGUs. These initiatives provide technical assistance and capacity building to LGUs through technical exchange hubs, in addition to promote localization of Sustainable Development Goals (SDGs), citizens engagement, transparency and accountability, Local Socio-Economic Development (LSED), and city resilience. All together aim at empowering LGUs to better serve their communities and promote sustainable development at the local level.

Accordingly, APLA is looking forward to hiring a projects coordinator to fulfill the following tasks:

Key Responsibilities 

  1. Assist in overall management of projects, including planning implementation, and reporting.
  2. Develop detailed project plans outlining scope, objectives, timelines, and deliverables.
  3. Prepare and present progress reports, proposals, and updates to stakeholders and donors.
  4. Prepare comprehensive project reports for internal and external audiences.
  5. Conduct regular evaluations and provide recommendations for improving project effectiveness and sustainability.
  6. Manage project budgets, ensuring efficient and effective use of resources.
  7. Oversee procurement processes and ensure compliance with organizational and donor regulations.
  8. Provide policy support for designing and implementing project activities based on APLA’s Strategic Plan, including writing proposals, drafting correspondence, preparing briefs and presentations, and participating in research projects, publications and relevant committees.
  9. Develop and implement trainings, capacity-building activities, communication, policy dialogue and other outreach programs for LGUs. It includes managing of technical exchange hubs.
  10. Develop initiatives related to localization of SDGs including design, implementation and monitoring.
  11. Develop initiatives related to Inclusion and Gender Mainstreaming including design, implementation and monitoring.
  12. Develop and implement various activities in APLA, including events’ management.
  13. Facilitate effective communication and collaboration among project stakeholders, including LGUs, donors, and partners.

Reporting requirements

The Projects Coordinator will work in APLA’s office in Ramallah, to provide effective and efficient proposing, planning and implementation of APLA’s projects and activities. She/he will report on a day-to-day basis to the direct person in-charge and/or to the Executive Director.

Minimum qualifications

Qualifications and experiences:

  • Bachelor's degree in Project Management, Public Administration, Development, Industrial Engineering, or other related studies. 
  • 5 years’ Proven experience in a similar field. 
  • Comprehensive understanding of local government sector 
  • Knowledge in NGOs, CBOs, donors.

Skills:

  • Fluent in both Arabic and English.
  • Exceptional time management skills, with the ability to multi-task and prioritize effectively.
  • Strong attention to detail and problem-solving abilities.
  • Planning, monitoring, and producing results-based reports.
  • Experience in networking and coordination with diverse stakeholders.
  • Proficient in MS Office (Word, Excel, PowerPoint, Outlook).

Place of the assignment

Ramallah, Palestine

Contract Period

One year, with possibility of extension.
