Background:
Established in 1997, The Association of Palestinian Local Authorities –APLA is an independent institution that brings together all Local Government Units – LGUs across Palestine. APLA’s core mission is to represent the collective interests of LGUs, enhance their capacities through strategic advocacy and lobbying, and promote the exchange of information and best practices. APLA further serves as a channel of dialogue between the central government and LGUs, advocates for the rights of LGUs, and represents them at national, regional, and international levels, with a view to enabling them to improve the quality of services provided to Palestinian citizens.
About the project:
APLA is implementing the project “Empowering Local Government Units through Local Economic Development Grants”, which aims to strengthen the capacity of Palestinian Local Government Units (LGUs) to promote inclusive and sustainable local development through the implementation of socio-economic initiatives. Funded by the French Ministry of Foreign Affairs through the French General Consulate in Jerusalem.
The initiative directly targets Palestinian municipalities and village councils, supporting them in driving local economic development, while its final beneficiaries are the broader community members, with a particular focus on women, youth, and marginalized groups.
Through a combination of competitive subgrants and institutional capacity-building the project fosters LGU ownership over development processes and strengthens their ability to deliver improved public services, enhance local resilience, and contribute to socio-economic empowerment at the grassroots level.
The primary aim of this assignment is developing a comprehensive and practical Operational Manual that provides LGUs with clear guidelines, tools, and procedures for planning, implementing, and managing incubation programs that support local entrepreneurship, innovation, and sustainable economic development., based on the above, APLA is seeking for getting a service from an expert, to provide “Assessment for Local Incubator”.
