Individual Expert to Provide LGU Digital Readiness Assessment and Smart Governance Capacity Development

Background: 

Established in 1997, The Association of Palestinian Local Authorities – APLA is an independent institution that brings together all Local Government Units – LGUs across Palestine. APLA’s core mission is to represent the collective interests of LGUs, enhance their capacities through strategic advocacy and lobbying, and promote the exchange of information and best practices. APLA further serves as a channel of dialogue between the central government and LGUs, advocates for the rights of LGUs, and represents them at national, regional, and international levels, with a view to enabling them to improve the quality of services provided to Palestinian citizens. 

Through the ‘Inclusive Digital Governance in Palestine’ implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ-INDIGOII), APLA, as a key stakeholder, was recently awarded a grant to support APLA in executing its Strategic Plan 2023–2027 that articulates a clear, comprehensive, and forward-thinking roadmap that closely aligns with the goals of fostering inclusive, citizen-centered digital solutions., and in the implementation of the project of ‘Next-Gen Municipal Services’. The general objective of the action is to empower Palestinian LGUs to lead inclusive and innovative digital transformation by enhancing institutional capacities, fostering smart service delivery, and promoting sustainable municipal innovation through structured support, capacity building, and strategic partnerships.

This will be achieved through specific objectives:

  • Strengthen the institutional and operational readiness of APLA and LGUs to lead inclusive digital transformation. 
  • Foster innovation and smart municipal service delivery through capacity building, peer learning, and the creation of an Innovation Hub. 
  • Promote visibility, sustainability, and replication of successful digital transformation models. 

APLA is dedicated to strengthening the capabilities of its member LGUs through customized capacity-building programs, aligned with its strategic goal of enhancing equitable and inclusive service delivery to citizens. As part of its ongoing efforts to strengthen local governance and promote sustainable development, APLA aims to strengthen the role of LGUs as responsive and accessible entities that genuinely cater to the diverse needs of citizens. This drive for inclusivity is embedded in the Associations’ efforts to build LGU capacities, ensuring that they can integrate advanced, citizen-centric digital solutions into their everyday operations, ultimately leading to more transparent, effective, and responsive municipal services.

The primary aim of this assignment is to assess LGUs’ digital readiness and institutional capacities, and to design and produce guidelines that equip local authorities with practical knowledge and strategic tools for smart governance, AI integration, ethical digital inclusion, and cybersecurity., based on the above, APLA is seeking for getting a service from an expert, to conduct “LGU Digital Readiness Assessment and Smart Governance Capacity Development”.
