The Executive Director of APLA, Eng. Abdallah Anati, participates in a discussion session on "Sustainability of Digital Governance Solutions"

Eng. Abdallah Anati, Executive Director of the Association of Palestinian Local Authorities, participated in a discussion session titled "Sustainability of Digital Governance Solutions," as part of the INDIGO Challenges for Local Government Hackathon events. The session addressed several key technological areas in municipal operations, including emergency response, transportation and mobility, access to water, waste and wastewater management, public digital financial services, and data governance and integration. The aim was to enhance the efficiency of municipal services and improve their capacity to respond to the changing needs of citizens.

During his intervention, Anati discussed the most major challenges facing the sustainability of digital transformation in LGUs. He emphasized that digital solutions are often developed as isolated projects rather than integrated systems, which creates a lack of comprehensive vision. He also pointed to gaps in the technical capabilities of municipalities and a shortage of staff qualified for operations and maintenance, necessitating practical training and capacity-building efforts. Additionally, he addressed the challenges of LGUs reliance on external companies, which brings limitations in ownership and data access, alongside financial constraints that limit sustainability. He called for developing shared central platforms among authorities to reduce costs, with the importance of advance planning for any digital intervention and ensuring a minimum level of ownership for information access. He further noted that the Palestinian context adds further complexities related to movement restrictions and weak infrastructure, making sustainable digital governance a foundational institutional priority for the local sector.
