The Association of Palestinian Local Authorities (APLA) has concluded the Community Participation Planning Program for Local Government Units, as part of a structured approach aimed at embedding community participation as a core component of local government practice and strengthening municipalities’ capacity for planning and decision-making based on organized and effective engagement with local communities.
The program was implemented under the project Enhancing Local Governance through Policy Frameworks and Community Participation, funded by the United Nations Development Programme – Transparency, Evidence and Accountability Programme (TEA), with the participation of 46 local government units from various governorates.
Throughout the program, APLA worked closely with participating LGUs to reposition community participation as a practical tool for improving planning quality, enhancing transparency, and building trust with citizens. This approach supports LGUs in addressing challenges related to service delivery pressures, limited resources, and the need for clear institutional channels for expression and accountability.
Participating LGUs presented draft community participation plans that reflected an advanced level of readiness and included practical initiatives scheduled for implementation during the first quarter of 2026, translating the program’s outputs into concrete, on-the-ground actions.
This program forms part of APLA’s broader efforts to enable LGUs to develop a deeper understanding of their community contexts, analyze citizens’ priorities, and organize participation mechanisms within a clear methodological framework that facilitates the transition from individual initiatives to institutionalized, actionable plans, thereby strengthening the integration of community participation within the operational structure of local government work.
