Launch of the implementation phase for strategic development projects with support from the French Consulate

The Association of Palestinian Local Authorities (APLA) launched the implementation phase of a series of strategic development projects carried out by four local government units (LGUs), as part of sub-grants to the LGU Empowerment through Local Economic Development project, funded by the Consulate General of France in Jerusalem. The launch was announced in a coordination meeting held by APLA with the participation of representatives from beneficiary LGUs. During this event, APLA delivered a detailed presentation on implementation mechanisms, administrative and financial procedures, and monitoring and evaluation standards to ensure efficient progress and tangible local impact.

These projects aim to strengthen LGU development role through direct responses to specific community needs. The Municipality of Beit ‘Awwa is implementing a project to establish a socioeconomic center that supports marginalized groups and youth initiatives. Meanwhile, the Municipality of Sabastiya is developing the “Tal Sabastiya” tourist site through the installation of productive kiosks to serve local families. The Municipality of Qibya is in the process of establishing a vocational training center and a women’s business incubator to economically empower women. A project of the Village Council of Sikka and Tuwas focuses on rehabilitating a public water pool and constructing a greenhouse for seedling production to support community agriculture and food security.

APLA emphasized that these projects were being implemented at a critical time, amidst financial challenges and restrictions imposed on local development action. These represent an effective model of direct funding that grants LGUs greater capacity to respond to their needs using flexible and efficient tools.

This project is part of a broader approach led by APLA to expand work through Sub-grant programs, which serve as an effective tool to empower LGUs to implement interventions based on real needs and local planning. The LGU Empowerment through Local Economic Development is one of APLA’s strategic programs developed in partnership with the Consulate General of France in Jerusalem. It seeks to support local authorities in designing and implementing innovative development models, enhancing their financial and administrative autonomy, and expanding their capacity for direct intervention in economic and social fields within complex and resource-constrained environments.
