The Association of Palestinian Local Authorities (APLA) affirms its commitment to resolving and addressing all issues related to the financial relationship between local government units (LGUs) and the Palestinian government. APLA reiterates its full confidence in the integrity and independence of the Palestinian judicial system. It underscores that elected Palestinian LGUs are an integral and principal partner in building state institutions. It further emphasizes that the rights and powers of LGUs, including those of their elected heads, council members, and technical staff, are non-negotiable.
In light of the extraordinary circumstances currently facing our people and institutions, particularly LGUs, and at a time when the government must support and strengthen the capacities and resources of our LGUs, the government is implementing contradictory measures instead. These include exerting additional pressure, placing restrictions, and crippling the ability of LGUs to carry out their daily duties and serving citizens.
The government attempts to apply various forms of pressure on and compel LGUs to pay off debts that have accumulated over decades. However, the government is turning a blind eye to the root causes of the problem, particularly those related to law enforcement and holding violators to account. Without providing any alternative resources, the government also disregards the financial entitlements it has owed to LGUs for many years. This will only serve to jeopardize the stability and sustainability of LGUs.
Once again, APLA underscores its dedication to resolving the financial relationship issues between LGUs and the government, provided that the solution is comprehensive and guarantees that both LGUs and the government receive their rightful dues. APLA calls on the Palestinian government to take into account the ongoing hardships faced daily by LGUs and to work in a spirit of partnership and complementarity with our elected LGUs for the public interest.
