APLA's Administrative Committee affirms its refusal of the Decree Law Concerning the Establishment of Palestine Electricity Company

The Administrative Committee of the Association of Palestinian Local Authorities "APLA", confirmed its refusal of the Decree Law Concerning the Establishment of the Palestine Electricity Company, and concerning the Palestine Electricity Company code/law, demanding the Palestinian government to urgently stop moving forward with endorsing these two legislations due to the control and confiscation of the local authorities' resources. This took place during the meeting of the Administrative Committee No. 02/2023, held in Ramallah, chaired by APLA President Abdelkarim Al-Zubeidi, and attended by members of the committee and APLA's Executive Director, Eng. Abdallah Anati.

APLA's Administrative Committee clarified that these proposed legislations have no benefit or interest for the local authorities, rather, it will cause harm to local authorities, their financial status, social weight and influence. Moreover, it will undermine local authorities' legal jurisdiction, in addition to lack of acceptable justification for withdrawing other powers from local authorities, as well as lack of due process in annexing local authorities to the proposed electricity company from the legal, financial and administrative aspects.

The Administrative Committee emphasized the necessity to find quick solutions concerning the dues of local authorities and to advocate towards speeding up the transfer of those dues, in addition to continuing the work in order to implement the necessary amendments to the legislations related to local governance, taxes and its enforcement, especially regarding enforcing an income tax on the dues of local authorities, as well as calling for the enforcement of the decision of the Ministers Council on granting local authorities the power to collect property tax, and the importance of starting the operations of local authorities' courts and all necessary preparations as per the law.

During the meeting, the Administrative Committee discussed all developments related to APLA's activities and projects, starting with the signing of MoU agreement between APLA and the National Union of Local Governments Staff in order to enhance the occupational status of local authorities' employees. The meeting concluded with discussing the SDGs Localization Plan developed by APLA with the aim of realizing the global agenda at a local level in line with the aspirations and priorities of local authorities. Additionally, the committee discussed APLA's Strategic Plan 2023-2026, and the international projects, networking activities, and partnerships, that APLA implements contributing to opening the horizons of local authorities to enter partnerships and twinning relationships with their counterparts around the world.
