The Association of Palestinian Local Authorities (APLA) declared its condemnation to the decision of forming what is called a (Settlement Affairs Board of Directors in Hebron), that came, during APLA’s executive committee meeting convened at Hebron Municipality chaired by APLA's President Eng. Mousa Hadid and the Executive Committee members.  APLA expressed solidarity with the Hebron Municipality and all its governance activities in all their taken steps to refuse this decision, affirming its full support and exerting all efforts to assist the follow-up committee that was formed in the Governance of Hebron.

During the convened meeting, Hebron Mayor and APLA's Vice President Mr. Tayseer Abu Sneineh clarified the results of the Israeli racist decision on Hebron City, and the steps taken by the municipality to defy the Israeli decision which aims to occupy large areas of Hebron, confiscate the municipality's jurisdiction, and Judaize the heart of the city, its old city, and its Ibrahimi Mosque that are considered in danger according to UNESCO's World Heritage List.  Referring to the recent establish 30 new settlement units in Hebron, which comes as an escalation step against Hebron and its citizens.

APLA said that this decision is part of an Israeli plan aimed at displacing Palestinians living in the Old City of Hebron, with the goal of connecting settlements in the area, emptying Hebron of its people, placing pressure on its municipality along with the Palestinian Authority، and presenting them as vulnerable.

APLA also declared that it will expose the Israeli Authorities practices at various levels, and communicate with Arab and International institutions to gather support, enforce Hebron Municipality, and defy the Israeli decision.

APLA also asked the Palestinian Government to provide more support to improve the living circumstances of targeted population, improve the level of services especially in the fields of water, education, and housing; and to develop a plan aiming to promote and activate the trade movement there.

On other hand, APLA expressed supporting the recent Palestinian reconciliation efforts, stressing that folding the division page is a national interest that requires everyone to configure all conditions to accomplish it.

APLA has also confirmed continuing working on amending the Local Authorities president's and member's bylaw allowing the Local Authorities to perform its duties and provide better services to the citizens, APLA decided to form a committee in which it will review the draft “Local Authority's billboards and signage bylaws”, and another committee to study the mechanism of enhancing the Local Authorities revenues in order to develop its capabilities in serving citizens.
