The Association of Palestinian Local Authorities (APLA), with funding from the Consulate General of France in Jerusalem, announces the launch of the third phase of the call for local development project proposals targeting Palestinian local government units (LGUs) classified as Category "C" municipalities and village councils in the West Bank, in accordance with the eligibility criteria, conditions, and priority areas outlined below.

1. Eligibility Criteria

Applicants must meet the following requirements:

• The applicant must be a Palestinian local authorities classified as a Category "C" municipality or a village council, or a consortium of such local authorities within a defined geographical area.
• The applicant local authority (or consortium) must hold full membership status in APLA and have settled all due membership fees and financial obligations.
• The applicant must possess an approved local development plan, either an Annual Capital Investment Plan (ACIP) or a Strategic Development and Investment Plan (SDIP).
• The proposed project must be included in the applicant's ACIP or SDIP.
• The applicant local authority must be directly responsible for the preparation, management, and implementation of the proposed project.
• The applicant must not have benefited from previous grants provided by APLA during the past three years.
• The proposed project must contribute to local socio-economic development by generating employment opportunities and supporting local economic development.

2. Priority Areas

The grants aim to support initiatives that contribute to strengthening the economic and social development of Palestinian communities classified as Category "C" municipalities and village councils in the West Bank, including projects that create employment opportunities and improve household income in targeted communities. Eligible projects may address one or more of the following areas: Promoting local economic and social development, Job creation and workforce development, Improving public services and enhancing inclusiveness in service delivery. 

Projects that do not demonstrate a direct contribution to at least one of the above-mentioned priority areas will not be considered for funding.

3. Grant Allocation

A total of six (6) sub-grants will be awarded under this call. The maximum grant amount for each successful proposal is 36,000 EUR. Applicants are required to provide a minimum co-financing contribution of 10% of the total grant amount.

4. Application Procedure

Eligible LGUs may complete and submit the Project Proposal Form available among the grant documents published on APLA's website. Applicants are also encouraged to review the application guidelines, detailed evaluation criteria, and all relevant documentation available at:

The deadline for submitting project proposals to APLA is Thursday, 16 July 2026, at 3:00 PM (Palestine Time).
